Don't believe anything this guy tells you. Sold me a salvage title car for a car with a clean title. If you are looking for a used car dealer charlatan look no further you have just discovered one. The reason I write this is because I was cheated by him and to eventually save yours or somebody elses money, headaches and frustrations. This guy is an amazing liar too. The only reason I fell into believing him that the car has a clean title was that he lives in a prime neighborhood in Santa Monica CA, where houses are over 1.5mil. My advice is always check everything a seller says about the car. Later on after I discovered I was cheated with a salvage car, I confronted him with the salvage title issue and he promised to give me all the money back, and of course ... he never did. .... Boy, this guy was lying so much he even made up a story his brother was in a motorcycle accident just to get things his way. (Indeed he took back the car, but did not refund me all the money as he promissed.)

11515 California Vehicle Code (h) (1)

A salvage certificate issued pursuant to this section shall include a statement that the seller and subsequent sellers that transfer ownership of a total loss vehicle pursuant to a properly endorsed salvage certificate are required to disclose to the purchaser at, or prior to, the time of sale that the vehicle has been declared a total loss salvage vehicle. (2) Effective on and after the department includes in the salvage certificate form the statement described in paragraph (1), a seller who fails to make the disclosure described in paragraph (1) shall be subject to a civil penalty of not more than five hundred dollars ($500).

The law, which takes effect July 1, 2006, affects retail vehicle sales handled by licensed car dealers in California. This law does not apply to motorcycles and off-highway motor vehicles or to transactions between private parties. Major changes include: Used car buyers may purchase a two-day sales contract cancellation option. There is no "cooling off": period unless you obtain a contract cancellation option. Consumers who purchase a used car for less than $40,000 must be given an opportunity to purchase a two-day Contract Cancellation Option Agreement. Important: The contract cancellation option does not apply to used cars priced at $40,000 or more, new cars, private party sales, motorcycles, off-road vehicles, recreational vehicles, or vehicles sold for business or commercial use.
